The State Council encourages families to install photovoltaic power

Premier Wen Jiabao of the State Council presided over the State Council executive meeting on the 19th to study and determine policies and measures to promote the healthy development of the photovoltaic industry.

The meeting held that China's photovoltaic industry has developed rapidly in recent years and a relatively complete photovoltaic manufacturing industry system has been formed. The current major problems are: a serious overcapacity, over-reliance on external demand, and general business difficulties.

The meeting emphasized that the photovoltaic industry is a strategic emerging industry. The development of the photovoltaic industry is of great significance to adjusting the energy structure, promoting the reform of energy production and consumption methods, and promoting the construction of ecological civilization. In accordance with the ideas of innovation of institutional mechanisms, improvement of policies and measures, expansion of consumer markets, regulation of market order, promotion of industrial restructuring, and reduction of power generation costs, we must make overall plans and take comprehensive measures to increase our industrial competitiveness.

The policy measures identified by the meeting include:

Accelerate industrial restructuring and technological progress. We will make good use of the market's "forced mechanism" to encourage mergers and acquisitions, eliminate backward production capacity, and improve the level of technology and equipment. Strictly control the new polysilicon, photovoltaic cell and component projects that simply increase production capacity.

Actively develop the domestic market for photovoltaic applications. Efforts will be made to promote distributed photovoltaic power generation, encourage units, communities and families to install and use photovoltaic power generation systems, and promote the construction of photovoltaic power plants in an orderly manner. Strengthen international cooperation and consolidate and expand the international market.

Improve support policies. Improve the mechanism of central government finance to support the development of photovoltaics. The photovoltaic power station project implements the same VAT preferential policies as wind power.

Photovoltaic power generation accounts for 40% of the world's total

As the most significant technology in solar energy utilization, solar photovoltaic power generation technology has become a hot spot for research and application in various countries around the world. It has grown at an average rate of 30% per year in the past 10 years.

As of September 2010, China's solar photovoltaic power generation output has accounted for 40% of the world's total. The number of companies engaged in the photovoltaic industry has reached more than 580, and the number of employees is about 300,000.

The photovoltaic industry has been favored by investors for its "new energy" aura. However, in the past few years, the domestic photovoltaic industry launched large-scale, leading to a serious excess capacity. This year's Europe and the United States "double anti-" survey is to make the industry worse, LDK and Suntech Power and other star companies have fallen into bankruptcy crisis.
