Ni Guangnan stated that when cloud computing is currently at the highest expected value, it is likely to experience a situation where the heat drops and the bubble bursts, but eventually it will enter a stage of steady development. Now all governments are actively promoting the development of cloud computing. The Chinese government, operators, Internet, and IT service companies should seize this opportunity to change the status quo in the industry.

At the national policy level, the implementation and landing of cloud computing technology are also supported. “The major science and technology projects during the 12th Five-Year Plan period will support Internet-based data support for new network computing, operating systems, and networked application support tools, and actively build a new type of network application technology platform. , to build a pillar industry with international competitiveness." But the problem is also very obvious, the first is the lack of a strategic layout of the national level, there are different degrees of repeated construction of local construction.

Ni Guangnan believes that the cloud computing industry has not yet formed a stable division of the value chain. Although China has the advantage of service monopoly, the advantages of technology monopoly have not yet emerged.
