Government agencies at all levels will carry out special inspections and rectifications of software copyrights, and a new wave of software procurement will surge. Figures show that regardless of the number of purchases or purchases, the proportion of domestic software lags far behind foreign software.

In the face of this “dismal” data, domestic software manufacturers did not appear to be outdated, thinking that the actual situation is better than the data shows, and the status of domestic software in government procurement has increased a lot than in the past.

The weakness of domestic software in government procurement has also aroused the attention of relevant departments. He believes that the factors that contribute to this situation are mainly in three aspects: First, many foreign excellent software products do meet the procurement needs, so they account for a large proportion; Second, there is still a big gap between domestic and foreign products in the software R&D production process. Among them, the gap between operating systems is particularly obvious; Third, government departments and the general public lack understanding of many excellent domestic software. Domestic software vendors: Actually, the performance of domestic software is not bad. It is easy to remind people of the scene that occurred in Beijing's government procurement in 2004. Is it that domestic software has been neglected or even ignored?

At the end of 2004, Beijing Municipal Government Purchasing Network announced for the first time that Microsoft had monopolized the computer operating system and office suite genuine software. This caused dissatisfaction with domestic software vendors, so he angered and wrote the State Council, setting off an uproar in the industry. Eventually, the incident ended with several domestic manufacturers making up purchase orders.

"This time was completely different from the 2004 situation. Domestically produced software has been much better for government procurement." Xiao Shan, Vice President of Kingsoft Office Software, told the IT Times reporter. She said that for the software government procurement data released this time, Jinshan is also very concerned about this, "according to our own understanding of the data, the gap between domestic software and foreign software in the field of office software is not very big."

Another Jiangsu software company also told reporters that this time the country’s efforts to promote copyrighted editions were unprecedented. Not only did it involve a wide range of areas, the central government also set a clear timetable, and our products performed well in the government procurement process.

However, domestic software vendors also admit that in government procurement, foreign software still occupies a dominant position, especially in areas such as operating systems. To break this imbalance, domestic software must not only adhere to its existing price/performance advantages, but also give full play to the advantages of domestic software in localization services and improve its own quality.

Nankai University Professor Hongfeng:

The proportion of purchases of domestic software purchased in the "Implementation Rules of the Government Procurement Law" in the first half of the year is too low. This is not a new topic. Wang Wenjing, president of UFIDA’s UFIDA software, once suggested that domestic software and related services should be no less than 50% in government procurement.

Although this approach can ensure the proportion of domestic software in government procurement, legal experts do not agree. He Hongfeng, an expert from the Government Procurement Law and a professor at the School of Law at Nankai University, told the IT Times reporter: “Prioritizing procurement does not mean compulsory purchase. It is appropriate to increase the procurement ratio of domestic goods, but such an approach cannot be adopted at all.”

Prof. He Hongfeng believes that the biggest difficulty in government procurement lies in the determination of domestic products. “What is domestic products in the end? For example, some of Microsoft’s products are developed and produced in China. Is this counted as domestic products? In 2002, China promulgated and implemented the "Government Procurement Law," advocating the priority in purchasing domestic goods. "But this is only a requirement in principle, and its operability is not strong." The industry has always been looking forward to the implementation of the "Government Procurement Law" as soon as possible, until last year. At the beginning, the draft for the implementation of the detailed rules was announced to the public. "In the first half of this year, the implementation details should be introduced," said He Hongfeng, but he believes that the introduction of the rules will not completely solve the problem. "Only if China adds more than 50% of its value will it be considered a national product. This is also very difficult to implement. It is even more difficult for software, an intangible product, than a tangible product, to be recognized as a national product."
