According to the “Notice”, the municipalities and districts will only organize industrial energy-saving technological transformation and energy-saving demonstration projects with an annual energy saving amount of 2,000 tons or more of standard coal. The reporting of other projects will be organized in accordance with the “Fujian Provincial Economic and Trade Commission Fujian Provincial Department of Finance on energy conservation. It is understood that the declared project must comply with the national industrial policy; the energy saving effect is significant; the demonstration and leading role are obvious; the unit where the project is located has a stronger overall strength; the project has a certain scale; the project has been completed and must be started after 2012, and the end of 2013 has been Projects completed; no relevant financial support has been obtained.

In addition, the total energy consumption in the year before the application of the industrial energy-saving technological transformation project is required to be 5,000 tons of standard coal (small-scale micro-enterprises are 2,000 tons of standard coal), and the project must be invested by energy-using units (over 70% investment). Instead of energy-saving service companies, they mainly invest in contract energy management projects.

The project application enterprise must be the enterprise that actually undertakes the project. The group company should be specific to the smallest legal entity, that is, the group company cannot report the items of its multiple subsidiary companies into one project. If a single company has a number of different projects that must be aggregated and aggregated into a single project, each company can report one project.

The economic and trade departments and financial departments of all counties (cities) shall report the application materials for the project to the economic, trade, and financial departments of the municipality before April 10.
