The price of electricity is negotiated by both parties
According to the new policy, the purchase price of large users participating in the pilot electricity purchase in Yunnan consists of three parts: the direct transaction electricity price, the grid transmission and distribution price, and the government funds and additional funds. Among them, the direct transaction electricity price is negotiated by the power users and the power generation enterprises, and the governmental funds and the additional power are collected by the grid. The grid transmission and distribution tariffs are subject to two-part tariffs, and the basic tariffs implement the basic electricity price standards for large industrial electricity in the current sales tariff of Yunnan Power Grid; the electricity price is 0.125 yuan per kilowatt-hour (excluding line losses), of which 110 kV The electricity price is 0.105 yuan per kilowatt-hour and the 220 kilowatt electricity price is 0.086 yuan. Industry insiders believe that the relevant authorities have approved the transmission and distribution tariffs for Yunnan direct purchase electricity pilots with two levels of significance. From a macro perspective, Yunnan's direct electricity purchase pilot has been approved by the relevant national authorities. The comprehensive reform of Yunnan's electricity system will start with direct purchase of electricity. At the micro level, Yunnan has clearly defined a unified and direct purchase of electricity over the Internet. According to insiders, one of the important contents of the integrated pilot project for the reform of the power system in Inner Mongolia and Yunnan is to promote the direct trading of electric energy and individually verify transmission and distribution tariffs. Direct power purchase means direct purchase of electricity. Direct purchase of electricity directly negotiates between the buyer and the seller to determine the price of electricity generated on the power generation side, together with the separately verified transmission and distribution price, to obtain a more market-oriented price for the sale of electricity, which is in line with the national electricity price. Take Yunnan as an example. By the end of 2013, Yunnan Province had installed 63.55 million kilowatts of electric power, and this figure will reach 80 million kilowatts by 2015. The problem of electric power consumption will become even more urgent in the future. In Yunnan's electric power structure, more than 70% is hydropower, Yunnan has the cheapest hydropower in the country (in some regions, the on-grid tariff is less than 0.2 yuan per kilowatt-hour), and large industrial power consumption is about 0.5 yuan per kilowatt-hour. Yunnan has deployed electricity in high-energy-carrying enterprises in the province, and a large part of it has to pass through large power grids. The high cost of electricity makes the complementary model of electricity and mining proposed by Yunnan unresolved. Especially for the electrolytic aluminum project, electricity costs account for about 50% of the operating cost, which is more sensitive to electricity prices.
