What will 0.2 points bring?
About 94% of the units need to carry out dust removal transformation, and 0.2 points can meet the operating cost requirements of dust removal facilities in most power plants. To achieve the “Twelfth Five-Year†pollutant emission reduction targets and meet the new emission standards, it is necessary to upgrade dust removal equipment. How large is the size of coal-fired units?
As one of the experts who participated in the revision of the "Emission Standard for Air Pollutants from Thermal Power Plants", Zhu Fahua told reporters that according to the calculations at the time, as of the end of 2011, about 94% of the units needed to carry out dust removal and reconstruction, which was calculated according to the size of the unit. Due to the existence of many small power plants and small units, the proportion may be higher if calculated according to the number of units.

After the implementation of the new standard, the environmental protection reforms faced by thermal power companies are not only dust removal, but also desulfurization, denitrification and other aspects. For power plants with unsatisfactory economic results, the financial pressure is beyond doubt.
At the end of August, the “Notice of the National Development and Reform Commission on Relevant Matters Relating to Adjusting Additional Standards for Renewable Energy Electricity Prices and Environmental Protection Prices†was formally released to the public. While improving the denitrification price subsidies standard, the use of new technologies for dust removal facility renovation and lower dust emission concentrations 30mg/m3 (less than 20mg/m3 in key areas), and the dust removal cost of the coal-fired power generation enterprises that have passed the acceptance of the environmental protection department shall be appropriately supported, and the electricity price compensation standard shall be 0.2 cents/kWh.

Shu Yinggang believes that “the country’s compensation for the cost of building and operating emission reduction facilities for coal-fired power generation companies will fully mobilize coal-fired power generation companies to accelerate the construction of environmental protection facilities and bring about a renewal of dust removal equipment for power generation enterprises. He calculated an account: Taking a 600 MW coal-fired unit as an example, the average annual power generation load is 75%, and the annual use time is 7,000 hours, the total annual power generation is 3.15 billion kWh, and the annual dust-removal power price will be compensated. Huang Wei, general manager of Fujian Longjing Environmental Protection Co., Ltd., said in an interview with reporters that the introduction of this policy is of great significance and helps to establish a sustainable protection mechanism for emission reduction. “This is a substantial incentive for thermal power companies to allow Enterprises that really reduce emissions do not suffer losses. Can quality be guaranteed?
Time is tight, tasks are heavy, orders from environmental protection companies are saturated, and project quality is facing a challenge. In fact, the current “Emission Standard of Air Pollutants for Thermal Power Plants†was officially released in 2011. It has been publicly solicited for comments earlier, with emission limits added. The strict trend has long been clear. However, the environmental protection of many thermal power plants has not yet begun. Faced with the current situation of tight time and heavy tasks, can project quality be guaranteed? After all, during the “Eleventh Five-Year Plan†period, desulfurization projects have been intensively launched and many problems have arisen. How to take warning?
“A piece of white paper is good for drawing, and it is more difficult to transform existing units to a certain extent because of the need to dismantle existing facilities, and also face more complex on-site conditions and tight working space, and it is almost impossible to construct in the northern winter.†Wei told the reporter that due to the fact that the unit itself is not the same, there is no unified model for the reconstruction plan, and the identification of the plan, equipment manufacturing, on-site construction, commissioning and other interlocking, can not be a little lost. "Because the power plant needs to stop the furnace and the owner has a tight control over the time, the construction period is under great pressure."
Zhu Fahua is worried that the current demand for environmental protection market is too large. It is difficult for enterprises to meet the market demand at full capacity. Some thermal power plants may find someone to do their job swiftly to complete the renovation task, which will result in unpredictable quality.
“China's dust removal technology can meet the requirements of the latest “Emission Standards for Air Pollutants of Thermal Power Plants.†However, such a large number of dust removal equipments need to be fully upgraded within one year, and enterprises with strong design, manufacturing and installation capabilities are required. Not a lot, this will be the biggest difficulty." Shu Yinggang said.
With more and more emphasis on technology and quality, environmental protection facilities are no longer mere furnishings. Owners pay more attention to actual emission reduction effects. "Compared with the "Eleventh Five-Year Plan" desulfurization, the situation will still be better." Zhu Fahua said, "Desulfurization is the first time in the history of environmental protection. In the transformation of real swords and guns, we all first thought that the environmental protection facilities were 'giant pandas', and the leaders did not normally run them when they came to see them. Now, everyone’s environmental awareness has greatly improved, and they all realized that the environmental protection project was completed. It's going to work. The quality of the project will not be as bad as it was."
Huang Wei also holds the same view, "Now users require that environmental protection facilities can continue to operate, otherwise, the discharge will not meet the standards will face severe penalties. Therefore, the enterprise power is completely different, are in the strengthening of technology, quality checks." It is believed that there should be a release process in the market. Do not erupt as desulphurization, otherwise it is prone to problems.
Speaking of the factors that affect the environmental protection reform of thermal power plants, Zhu Fahua emphasized the issue of environmental awareness. “Some people talk about the leaders but they don’t think so. To truly improve environmental awareness, we need to do whatever it takes, and I must do a good job. There are real difficulties, but with a bit of awareness, we can always find a solution."
Some power plants have already upgraded their electrostatic precipitators, coupled with additional desulfurization and denitrification equipment, leaving little room for retrofitting precipitators. Especially in some old factories, the problem of venue tension is particularly prominent. According to Zhu Fahua, after the introduction of the 2003 version of the thermal discharge standard, many people thought that the old plant could not be desulphurized because there was no site. “But the practice since the 11th Five-Year period has proven that the problem of desulfurization sites can be solved by removing some buildings and lengthening the flue.â€
