Strengthen policy support and build a green manufacturing system

At present, a new round of scientific and technological revolutions and industrial changes have formed a historic convergence with China's transformation of economic development methods. Relieving the bottleneck of resources and the environment, implementing the strategy of building an ecological civilization, and practicing the concept of green production and green consumption have put forward new and higher requirements for the development of China's industry.

Gao Yunhu said that the "China Made 2025" issued by the State Council has made strategic deployments to China's manufacturing industry from a big change. Clearly regard green development as one of the major development directions. The Ministry of Industry and Information Technology will implement “Made in China 2025” as an opportunity to fully implement green manufacturing and build an efficient, clean, low-carbon, circular green manufacturing system.

First, we must accelerate the greenization of production methods in strategic areas. The "Opinions on Accelerating the Construction of Ecological Civilization" issued by the State Council requires the transformation of green development into new comprehensive national strength and new advantages in international competition.

At present, although China is a large manufacturing country, it has not completely shaken off the extensive development model of high investment, high consumption, and high pollution. The constraints on resources and environment are very obvious. For example, in the field of battery production, basically still rely on scale expansion, price wars, vicious competition, some battery manufacturing companies still have serious problems in the production process of excessive emissions, recycling and recycling are not standardized. To achieve "Made in China 2025", build a strong manufacturing country, and achieve green development, we must speed up the transformation and upgrading of the manufacturing industry and accelerate the greenization of production methods.

“This greenization is to achieve full coverage. With the rapid development of new energy vehicles, electric bicycles and photovoltaic battery industry, the battery market demand will maintain rapid growth. In order to promote the development of industrial norms, in 2013, the Ministry of Industry and Information Technology, the Ministry of Environmental Protection, and the National Development and Reform Commission jointly issued the “Opinions on Promoting the Regulated Development of Lead-Acid Batteries and Recycled Lead Industry”, and made overall deployments to the development of the industry. Among them, it is clearly pointed out that local governments are responsible for the prevention and control of lead pollution in their administrative regions. Enterprises are responsible for the prevention and control of lead pollution. The relevant provinces and cities should strictly monitor the regional industrial policies and other aspects, effectively increase supervision, and promote the standardized development of lead storage batteries and recycled lead industries. In terms of strengthening supervision and policy support, it strengthened environmental protection verification and industry access review, and has issued three batches of companies that meet environmental protection requirements and industry access requirements. At the same time, the central government will eliminate outdated production capacity incentive funds to benefit lead-related industries such as lead smelting, lead regeneration, and lead-acid batteries nationwide.

Third, innovation drives and actively expands new ways of green manufacturing. Continuing to implement innovation-driven development strategies, focusing on key technologies and industrialization issues common to new energy batteries, and accelerating the technological innovation and product innovation of battery manufacturing companies. We will continue to accelerate research and development, focusing on the preparation of new structural materials for the battery industry, the recycling of recycled pollution, and the manufacture of smart equipment. We will scrutinize the green technology route of the battery production industry, standardize the battery manufacturing industry and orderly development of supporting enterprises, and accelerate the development of China's battery industry.
