U.S. Department of Commerce initially dumped China's PV products to the US

The U.S. Department of Commerce announced preliminary results on the 25th and determined that there are dumping behaviors of crystalline silicon photovoltaic products imported from China and Taiwan.
According to a statement issued by the Ministry of Commerce, the United States initially determined that there was dumping behavior in crystalline silicon photovoltaic products from China. The dumping margins of products in Mainland China ranged from 26.33% to 165.04%, and the dumping margins in Taiwan products ranged from 27.59% to 44.18%. Based on this preliminary findings, the Ministry of Commerce will notify the customs and border protection agencies to collect cash deposits from relevant product manufacturers and exporters.
In response to a complaint from the German photovoltaic company giant Solar World United States, the US Department of Commerce began an anti-dumping and countervailing investigation on the crystalline silicon photovoltaic products imported from China on January 23 and released it in June. Countervailing the results of preliminary inspections, it was found that there are subsidies from relevant products in China.
According to the US trade remedy procedure, the Ministry of Commerce will make an anti-dumping final ruling in December of this year, and the US International Trade Commission will make a final ruling in January next year. If both of them make an affirmative ruling that China's imports of crystalline silicon photovoltaic products to the United States to cause substantial damage to the domestic industry or threats, the US Customs will officially impose anti-dumping duties.
According to U.S. statistics, the total volume of crystalline silicon photovoltaic products exported from the mainland to the US in 2013 was US$1.5 billion, and the total amount of products related to US exports to the United States was US$657 million.
This is the second time the U.S. side has swayed the "double reverse" stick to China's photovoltaic products. In November 2011, the U.S. launched a “double counter” survey on Chinese-made photovoltaic cells, and in December 2012 decided to impose anti-dumping duties and countervailing duties of 29.18% to 254.66%.
